A BILL TO BE ENTITLED
AN ACT
relating to a diabetes demonstration pilot program.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  DIABETES DEMONSTRATION PILOT PROGRAM. The Texas
Department of State Health Services and the Texas Diabetes Council
shall assist in the establishment of a diabetes demonstration pilot
program at the Memorial Health System of East Texas to provide a
comprehensive approach to promoting the prevention and treatment of
ancanthosis nigricans and diabetes. The pilot program must:
             (1)  focus on taking an epidemiological approach to
disease surveillance;
             (2)  identify the prevalence of acanthosis nigricans
and diabetes in adults and children in the service area of the
Memorial Health System of East Texas;
             (3)  provide to persons positively screened for
ancanthosis nigricans or diabetes wellness and health information
and services;
             (4)  improve the access to care for persons diagnosed
with ancanthosis nigricans or diabetes; and
             (5)  study the cost savings of early detection and
treatment of ancanthosis nigricans and diabetes.
       SECTION 2.  GIFTS AND GRANTS. The Memorial Health System of
East Texas may solicit, accept, and administer gifts and grants
from any source, other than this state, for the use and benefit of
the diabetes demonstration pilot program.
       SECTION 3.  REPORT. Not later than October 1, 2008, the
Memorial Health System of East Texas shall submit a report to the
Texas Diabetes Council regarding the effectiveness of the pilot
program and any recommendations to continue, expand, or eliminate
the pilot program.
       SECTION 4.  EXPIRATION. This Act expires September 1, 2009.
       SECTION 5.  EFFECTIVE DATE. This Act takes effect
immediately if it receives a vote of two-thirds of all the members
elected to each house, as provided by Section 39, Article III, Texas
Constitution.  If this Act does not receive the vote necessary for
immediate effect, this Act takes effect September 1, 2007.
