A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to requiring the comptroller of public accounts to |
|
|
transfer funds to support the operations of the Texas Ethics |
|
|
Commission and the Public Integrity Unit in Travis County; making |
|
|
an appropriation. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Chapter 403, Government Code, is amended by |
|
|
adding Section 403.1031 to read as follows: |
|
|
Sec. 403.1031. PUBLIC INTEGRITY UNIT OF TRAVIS COUNTY FUND. |
|
|
(a) The Public Integrity Unit of Travis County Fund is a special |
|
|
fund in the state treasury outside the general revenue fund. The |
|
|
fund is exempt from the application of Sections 403.095 and |
|
|
404.071. Interest and income from the deposit of investment money |
|
|
in the fund must be allocated to the fund. Beginning September 1, |
|
|
2007, the comptroller of public accounts shall transfer from the |
|
|
first money coming into the treasury, not otherwise appropriated by |
|
|
the constitution, the sum of $4,000,000 each fiscal year, adjusted |
|
|
annually for inflation, to the Public Integrity Unit of Travis |
|
|
County Fund. |
|
|
(b) Notwithstanding the provisions of other law and in |
|
|
addition to any amounts appropriated by other law, the money |
|
|
deposited to the credit of the Texas Ethics Commission is hereby |
|
|
appropriated. |
|
|
SECTION 2. Amend Chapter 571, Subchapter B, by adding |
|
|
Section 571.033 to read as follows: |
|
|
Sec. 571.033. TEXAS ETHICS COMMISSION FUND (a) The Texas |
|
|
Ethics Commission Fund is a special fund in the state treasury |
|
|
outside the general revenue fund. The fund is exempt from the |
|
|
application of Sections 403.095 and 404.071. Interest and income |
|
|
from the deposit of investment money in the fund must be allocated |
|
|
to the fund. Beginning September 1, 2007, the comptroller of public |
|
|
accounts shall transfer from the first money coming into the |
|
|
treasury, not otherwise appropriated by the constitution, the sum |
|
|
of $3,700,000 each fiscal year, adjusted annually for inflation, to |
|
|
the Texas Ethics Commission. |
|
|
(b) Notwithstanding the provisions of other law and in |
|
|
addition to any amounts appropriated by other law, the money |
|
|
deposited to the credit of the Texas Ethics Commission is hereby |
|
|
appropriated. |
|
|
SECTION 3. This Act takes effect September 1, 2007. |
