A BILL TO BE ENTITLED
AN ACT
relating to requiring the comptroller of public accounts to
transfer funds to support the operations of the Texas Ethics
Commission and the Public Integrity Unit in Travis County; making
an appropriation.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Chapter 403, Government Code, is amended by
adding Section 403.1031 to read as follows:
       Sec. 403.1031.  PUBLIC INTEGRITY UNIT OF TRAVIS COUNTY FUND.  
(a)  The Public Integrity Unit of Travis County Fund is a special
fund in the state treasury outside the general revenue fund.  The
fund is exempt from the application of Sections 403.095 and
404.071.  Interest and income from the deposit of investment money
in the fund must be allocated to the fund.  Beginning September 1,
2007, the comptroller of public accounts shall transfer from the
first money coming into the treasury, not otherwise appropriated by
the constitution, the sum of $4,000,000 each fiscal year, adjusted
annually for inflation, to the Public Integrity Unit of Travis
County Fund.
       (b)  Notwithstanding the provisions of other law and in
addition to any amounts appropriated by other law, the money
deposited to the credit of the Texas Ethics Commission is hereby
appropriated.
       SECTION 2.  Amend Chapter 571, Subchapter B, by adding
Section 571.033 to read as follows:
       Sec. 571.033.  TEXAS ETHICS COMMISSION FUND  (a)  The Texas
Ethics Commission Fund is a special fund in the state treasury
outside the general revenue fund.  The fund is exempt from the
application of Sections 403.095 and 404.071. Interest and income
from the deposit of investment money in the fund must be allocated
to the fund. Beginning September 1, 2007, the comptroller of public
accounts shall transfer from the first money coming into the
treasury, not otherwise appropriated by the constitution, the sum
of $3,700,000 each fiscal year, adjusted annually for inflation, to
the Texas Ethics Commission.
       (b)  Notwithstanding the provisions of other law and in
addition to any amounts appropriated by other law, the money
deposited to the credit of the Texas Ethics Commission is hereby
appropriated.
       SECTION 3.  This Act takes effect September 1, 2007.
