CONCURRENT RESOLUTION
         WHEREAS, Biennially, since the 105th Congress in 1997, U.S.
  Representative Ron Paul of Texas has introduced legislation, H.R.
  1146, to withdraw the United States from membership in the United
  Nations; and
         WHEREAS, To be titled the American Sovereignty Restoration
  Act, the measure proposes to remove the forces of internationalism
  from having sway over domestic tax, trade, environmental, labor, or
  other laws that rightfully should be determined by elected
  national, state, and local officials and that should reflect the
  will and the values of the American people and none other; and
         WHEREAS, H.R. 1146 would take the United States out of the
  business of funding a disproportionate share of United Nations
  activities, and it would preclude the onerous practice of placing
  U.S. military troops under the command of United Nations
  peacekeeping or other forces; and
         WHEREAS, The United Nations has proven incapable of
  fulfilling its purported mission of stopping wars and
  genocide--from Biafra in the 1960s to Cambodia in the 1970s,
  Northern Ireland in the 1980s, Rwanda in the 1990s, Sudan now, and
  the Middle East for more than half a century; and
         WHEREAS, Furthermore, it is a club containing admirable
  members who espouse progressive and enlightened ideals, but who
  nevertheless unwittingly serve as a public relations adjunct for,
  and give an equal vote on edicts and resolutions to, some of the
  world's darkest forces and most dysfunctional governments; and
         WHEREAS, Congressman Paul's legislation would extricate the
  United States from an organization that undermines its sovereignty
  at home and hinders its diplomacy, treaty making, and discretionary
  interaction elsewhere in the world; now, therefore, be it
         RESOLVED, That the 80th Legislature of the State of Texas
  hereby respectfully request the Congress of the United States to
  pass H.R. 1146 to withdraw the United States from membership in the
  United Nations; and, be it further
         RESOLVED, That the Texas secretary of state forward official
  copies of this resolution to the president of the United States, to
  the speaker of the house of representatives and the president of the
  senate of the United States Congress, and to all members of the
  Texas delegation to the congress with the request that this
  resolution be entered officially in the Congressional Record as a
  memorial to the Congress of the United States of America.
