CONCURRENT RESOLUTION
         WHEREAS, Larry Carroll of Midland has made immeasurable
  contributions in the lives of countless individuals throughout his
  30 years of exceptional service with Permian Basin Community
  Centers (PBCC) for Mental Health and Mental Retardation; and
         WHEREAS, Mr. Carroll joined the organization in 1977 as
  director of finance; named deputy executive director in 1992 and
  executive director in 1995, he continues to provide exceptional
  guidance to his staff, and his efforts have been instrumental in the
  growth and development of PBCC, both in size and in service to the
  citizens of Brewster, Culberson, Ector, Hudspeth, Jeff Davis,
  Midland, Pecos, and Presidio Counties; and
         WHEREAS, This graduate of Howard Payne University and
  Leadership Odessa has further benefited those in need by lending
  his expertise to the Texas Council of Community MHMR Centers, Inc.,
  serving as a president of both the Executive Directors Consortium
  and the Chief Financial Officers Association; currently the chair
  of the Texas Council Risk Management Fund Advisory Committee, he
  has also volunteered with the Association for Retarded Citizens;
  and
         WHEREAS, Mr. Carroll and his wife, Elizabeth, are the parents
  of three children; in addition to his devotion to his family and to
  PBCC, he also has given of his time and talents to the Permian Basin
  Fair and Exposition, which he served as president, and to the Rotary
  Club, and he enjoys ranching, hunting, and fishing; and
         WHEREAS, Larry Carroll has set an outstanding example of
  leadership to which all may aspire, and he is most deserving of
  special recognition for his achievements with PBCC; now, therefore,
  be it
         RESOLVED, That the 80th Legislature of the State of Texas
  hereby commend Larry Carroll on his 30 years of service with Permian
  Basin Community Centers for Mental Health and Mental Retardation
  and extend to him best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Carroll as an expression of high regard by the
  Texas House of Representatives and Senate.
