CONCURRENT RESOLUTION
         WHEREAS, The University of Texas-Pan American Reserve
  Officer Training Corps Battalion has earned the 2006 General
  Douglas MacArthur Award; and
         WHEREAS, Presented by the U.S. Army Cadet Program, in
  conjunction with the General Douglas MacArthur Foundation, this
  prestigious accolade recognizes the top ROTC programs in the
  nation; cadets must excel academically, rank among the highest
  cadets at the national Leadership and Development Assessment
  Course, and exceed the requirements for the Army Physical Fitness
  Test to qualify for the award; and
         WHEREAS, UTPA is in the business of educating and developing
  ethical leaders with strong values in all areas of study for the
  South Texas region, the state, and the nation; and
         WHEREAS, The UTPA Bronc Battalion became the western division
  honoree thanks in part to the able guidance of Lieutenant Colonel
  Andre Dean, who leads the group as commanding officer, with the help
  of an exceptional team of U.S. Army officers; the ROTC program also
  enjoys the support of the community, as demonstrated by
  scholarships provided by U.S. Army Colonel Retired, Louis Draper;
  and
         WHEREAS, The outstanding young men and women of the UTPA ROTC
  have demonstrated the importance of hard work and dedication in
  building an accomplished program; they are a source of pride to
  their school and community, and it is a pleasure to recognize them
  at this time; now, therefore, be it
         RESOLVED, That the 80th Legislature of the State of Texas
  hereby congratulate The University of Texas-Pan American Reserve
  Officer Training Corps Battalion on earning the 2006 General
  Douglas MacArthur Award and extend to its members sincere best
  wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the cadets as an expression of high regard by the Texas
  House of Representatives and Senate.
