CONCURRENT RESOLUTION
         WHEREAS, The State of Texas has created a number of special
  districts to serve various functions as provided under authority of
  the Texas Constitution; these special districts often come to own
  land and some districts have chosen to lease the land under their
  control for both public and private purposes; and
         WHEREAS, The purposes for which these lands are leased do not
  always reflect the mission of the district to which they belong; and
         WHEREAS, Considering these factors, it may be in the best
  interest of special districts to divest their excess landholdings
  and focus on the initial mission for which they were created; at the
  very least, the state should establish an appropriate methodology,
  based on state law and accepted appraisal standards, to provide for
  the sale of such lands and facilitate private ownership while
  ensuring that special districts, as public entities, remain
  protected financially; now, therefore, be it
         RESOLVED, That the 80th Legislature of the State of Texas
  respectfully request that the Texas General Land Office review,
  study, and submit legislative recommendations relating to the
  acceptable appraisal methodology to accommodate the sale of
  residential and commercial leased property currently held by
  special districts in the state; and, be it further
         RESOLVED, That the Texas General Land Office seek
  recommendations from political subdivisions, leaseholders,
  counties, financial institutions, real estate professionals,
  appraisers, and any appropriate state or federal agencies; and, be
  it further
         RESOLVED, That the Texas General Land Office make
  recommendations to the Senate Committee on Natural Resources and
  the House Committee on Natural Resources during interim hearings
  before the 81st Texas Legislature convenes;  and, be it further
         RESOLVED, That the Texas secretary of state forward an
  official copy of this resolution to the commissioner of the Texas
  General Land Office.
