A JOINT RESOLUTION
proposing a constitutional amendment to require the election of
the speaker of the house of representatives by a public vote
conducted by a roll call vote or electronic voting machine.
       BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Section 9(b), Article III, Texas Constitution,
is amended to read as follows:
       (b)  The House of Representatives shall, when it first
assembles, organize temporarily, and thereupon proceed to the
election of a Speaker from its own members. Notwithstanding
Section 41 of this article, the election must be by a public vote
conducted by a roll call with each member stating the member's
choice for Speaker or by an electronic voting machine that records
each member's choice for Speaker.
       SECTION 2.  This proposed constitutional amendment shall be
submitted to the voters at an election to be held November 6, 2007.
The ballot shall be printed to provide for voting for or against the
proposition: "The constitutional amendment to require the house of
representatives to elect the speaker of the house by a public vote
conducted by a roll call vote or an electronic voting machine."
