A JOINT RESOLUTION
proposing a constitutional amendment relating to the forfeiture of
rights and interests of certain heirs, devisees, and legatees.
       BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.   Section 21, Article I, Texas Constitution, is
amended to read as follows:
       Sec. 21. (a) Except as provided by Subsection (b) of this
section, no [No] conviction shall work corruption of blood, or
forfeiture of estate, and the estates of those who destroy their own
lives shall descend or vest as in case of natural death.
       (b)  The legislature may provide by law for forfeiture of a
right to or interest in a decedent's estate on conviction of a
devisee, legatee, or heir for the murder or capital murder of the
decedent.
       SECTION 2.   This proposed constitutional amendment shall be
submitted to the voters at an election to be held November 6, 2007.
The ballot shall be printed to permit voting for or against the
proposition: "The constitutional amendment authorizing the
legislature to prohibit a murderer from inheriting from the
murdered person's estate."
