A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment requiring a contract with an |
|
|
entity to operate the state lottery to be approved by a majority of |
|
|
the members of each house of the legislature. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 47(e), Article III, Texas Constitution, |
|
|
is amended to read as follows: |
|
|
(e) The Legislature by general law may authorize the State |
|
|
to operate lotteries and may authorize the State to enter into a |
|
|
contract with one or more legal entities that will operate |
|
|
lotteries on behalf of the State. A contract authorizing an entity |
|
|
to operate lotteries on behalf of the State, including the renewal |
|
|
of an existing contract, must be approved by a resolution approved |
|
|
by a majority of the members of each house of the Legislature before |
|
|
the contract can take effect and be enforceable. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 6, 2007. |
|
|
The ballot shall be printed to permit voting for or against the |
|
|
proposition: "The constitutional amendment requiring a contract to |
|
|
authorize an entity to operate the state lottery on behalf of the |
|
|
state to be approved by a majority of the members of each house of |
|
|
the legislature." |
