A JOINT RESOLUTION
proposing a constitutional amendment creating a trust fund for
providing financial support to students attending private or
independent institutions of higher education in this state.
       BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Article VII, Texas Constitution, is amended by
adding Section 20 to read as follows:
       Sec. 20.  The legislature by law may transfer money out of
the general revenue fund into a trust fund established by general
law outside the treasury, to be known as the Bob Hunter trust fund.  
The trust fund shall be maintained as a permanent endowment to
provide grants to students attending private and independent
institutions of higher education in this state in order to:
             (1)  fairly support the education of all residents of
this state attending institutions of higher education in this
state; and
             (2)  maintain the quality of all higher educational
resources in this state.
       SECTION 2.  This proposed constitutional amendment shall be
submitted to the voters at an election to be held November 6, 2007.  
The ballot shall be printed to permit voting for or against the
proposition: "The constitutional amendment creating a trust fund
for providing financial support to students attending private or
independent institutions of higher education in this state."
