R E S O L U T I O N
         WHEREAS, Malcolm and Patsy Bailey of Houston have been
  selected as recipients of the Samaritan for All Seasons award; and
         WHEREAS, Presented by the Interface-Samaritan Counseling
  Centers, Inc., this accolade recognizes those whose personal and
  professional lives exemplify concern and compassion for others, who
  actively demonstrate a strong sense of community and civic
  responsibility, and who have the unique ability to encourage and
  motivate others to take "Samaritan" roles in their lives; and
         WHEREAS, Mr. and Mrs. Bailey are truly worthy of this honor;
  among their notable efforts are the assistance they have provided
  to a number of individuals in pursuing higher education goals and
  their sponsorship of volunteers for Helps International, an
  organization that works to improve drinking water quality, medical
  care, education, housing, agriculture, and economic development in
  Guatemala; and
         WHEREAS, The couple serve together on the National Wyldlife
  Coalition for Young Life's junior high ministry and have
  established The Bailey Foundation in support of Child Protective
  Services, funding an additional social worker for the group; they
  further work with Homes of St. Mark, where Mr. Bailey serves on the
  board of directors; and
         WHEREAS, Dedicated to the cause of Interface-Samaritan
  Counseling Centers, the Bailey Family Foundation sponsored the
  opening of a satellite counseling office within the West Houston
  Community Center in 2003; and
         WHEREAS, Mrs. Bailey has served two terms on the
  organization's board of directors and is currently a member of the
  advisory council; long dedicated to serving others, she
  participated in Goodfellows in high school, a program that provided
  food, clothing, and gifts to families in need; today, she continues
  to donate her time to a number of charitable fund-raising events for
  Interface-Samaritan Counseling Centers, Homes of St. Mark, Young
  Life, and Houston Christian High School; in addition, she has
  served as children's program director for Community Bible Study for
  nearly two decades; and
         WHEREAS, Mr. Bailey is founder and CEO of TEC Industries, a
  company involved in the design, construction, and ownership of
  water and wastewater treatment and distribution systems throughout
  Texas; he has shared his expertise with Crooked Creek Camp and
  Carolina Christian Camp, designing and donating wastewater
  facilities for each site; a member of the Greater Houston Steering
  Committee for Urban Development, he also serves as a guest
  lecturer, leader in professional organizations, and member of
  several University of Texas councils; and
         WHEREAS, The Baileys have enjoyed half a century of marriage,
  and their accomplishments are a source of pride to their children,
  Malcolm, Doug, and Brenda, and their grandchildren, Meghan, Anna,
  Mallory, Caitlin, Clare, and Jack; and
         WHEREAS, The tendency for service is one of the most
  ennobling qualities of the human spirit, and by giving freely of
  their time and talents, this dedicated couple have lent essential
  assistance to those in need, and their generous acts serve as an
  inspiration to us all; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Malcolm and Patsy Bailey on their
  receipt of the Samaritan for All Seasons award and commend them for
  their many important philanthropic endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. and Mrs. Bailey as an expression of high regard by
  the Texas House of Representatives.
