R E S O L U T I O N
         WHEREAS, In a decade of service as the Presidio County
  attorney and in her ongoing involvement in regional civic issues,
  Teresa Todd has established herself as a caring and dedicated
  individual who has made a significant contribution to improving the
  quality of life in West Texas; and
         WHEREAS, Appointed to the office of county attorney in 1994,
  Ms. Todd won the approval of voters in the elections of 1996, 2000,
  and 2004; in addition to fulfilling her duties as the county's chief
  legal counsel, she oversaw many important initiatives during her
  time in office; in the late 1990s, she represented Presidio County
  in the successful effort to prevent the establishment of a
  low-level nuclear waste disposal facility in nearby Hudspeth
  County; during her second elected term, she wrote the successful
  grant requests that secured funding for restoration of the historic
  Presidio County Courthouse and for an overhaul of the county's
  juvenile justice system and was a driving force in the
  establishment of the Tri-County Juvenile Probation Department; and
         WHEREAS, Ms. Todd has been active in a number of important
  civic endeavors, including the Far West Texas Water Planning Group,
  where she is a member of the voting membership; in addition, she was
  president of the founding board for the Children's Advocacy Center
  of the Big Bend, Inc., a nonprofit organization that assists abused
  and neglected children; a respected legal authority, she has also
  served with the Juvenile Law Section of the State Bar of Texas and
  the State Bar Committee for Legal Services to the Poor in Criminal
  Matters and is presently a member of the Rio Grande Council of
  Governments Regional Criminal Justice Advisory Committee; and
         WHEREAS, Raised near Hamilton, Ms. Todd graduated summa cum
  laude from Texas A&M University before earning her law degree from
  The University of Texas at Austin; she came to West Texas in 1994
  after practicing law in Austin; her legal expertise and concern for
  the well-being of local residents has made her a much-appreciated
  addition to the region, and her service was honored in 2005 when she
  received the Judge Ann Scudday Extended Excellence in Service Award
  from the Rio Grande Council of Governments; and
         WHEREAS, Ms. Todd retired as county attorney in December 2004
  in order to spend additional time with her two young sons, Shadix
  and Haden, and her husband, Marc Wetzel, but she remains deeply
  committed to her community and to making West Texas an even better
  place to live, and her many achievements, both as county attorney
  and as a civic volunteer, are deserving of commendation; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby honor Teresa Todd for her many contributions to
  Presidio County and the greater West Texas region and extend to her
  best wishes for future happiness and success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Todd as an expression of high regard by the Texas
  House of Representatives.
