R E S O L U T I O N
         WHEREAS, The passing of Frederic E. Wagner of Dallas on June
  16, 2006, has brought a profound sense of loss to his family and
  friends, who will long remember with great affection his strength,
  courage, and love; and
         WHEREAS, A native Texan, Mr. Wagner was born in Waco and
  attended school at Our Lady of Good Counsel and at Sunset High in
  Dallas; following his graduation from high school, he enrolled at
  Southern Methodist University and then at The University of Texas,
  earning a bachelor of science degree in aeronautical engineering;
  and
         WHEREAS, This esteemed gentleman enjoyed a varied and
  successful career as an engineer and entrepreneur; his first
  venture was a construction company that he established with his
  lifelong friend, Jim Williams; in 1955, he formed Eldorado Oil and
  Gas, Inc., which operated in West Texas, Louisiana, and Venezuela;
  he also demonstrated his exceptional leadership abilities as
  president of Sovereign Development, Williams and Wagner
  Construction Co., Williams and Wagner Investments, Inc., Sovereign
  Oil and Gas, Inc., and Wagner Stables; and
         WHEREAS, Despite the demands of his many enterprises, Mr.
  Wagner always gave generously of his talents and expertise to his
  professional and civic communities; a former member of the Texas
  Governors Energy Commission, he was also active with the Boy Scouts
  of America, serving as a scoutmaster for many years; in addition, he
  was affiliated with the American Society of Photogrammetry, the
  Society of Petroleum Engineers, the Electron Microscopy Society of
  America, and the Dallas Geological Society as well as the Dallas
  Petroleum Club, the Dallas Gun Club, the National Rifle
  Association, the Horseman's Benevolent Association, the California
  Thoroughbred Breeders Association, and the California Racing Hall
  of Fame; and
         WHEREAS, Above all else, Mr. Wagner was a devoted husband and
  father and a man of deep faith; he worshipped for four decades at
  Central Christian Church, where he was a valued member of the Rowand
  Sunday School Class; and
         WHEREAS, Those fortunate enough to have known Frederic E.
  Wagner will remember a true "Renaissance man" whose positive
  attitude, integrity, and enduring love of God, family, and
  community earned him the lasting respect and admiration of
  countless individuals; although he is deeply missed, his legacy
  lives on in the hearts of those whose lives he touched; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby pay tribute to the life of Frederic E. Wagner and
  extend sincere sympathy to the members of his family: to his wife of
  41 years, Ellen Seay Wagner; to his daughter, Jana Hilda Wagner; to
  his mother-in-law, Jewell Seay; to his sisters-in-law, Carolin Seay
  Havens and Loretta Seay; to his 19 nieces and nephews; and to all
  who mourn the passing of this much-loved man; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the members of his family and that when the Texas House
  of Representatives adjourns this day, it do so in memory of Frederic
  E. Wagner.
