R E S O L U T I O N
         WHEREAS, Family and friends were saddened by the passing of
  Phyllis Keidel of Kerrville on September 7, 2006, yet the memory of
  her full and rewarding life may offer a measure of comfort in their
  time of loss; and
         WHEREAS, Born on May 17, 1921, in Geraldine, Montana, to H.
  Rhea Elwell and Edith Rebecca Foster Elwell, Mrs. Keidel was a
  descendant of a pioneer family who homesteaded in that state; as a
  child, she lived with her family in the Iowa towns of Waterloo and
  Grinnell; and
         WHEREAS, The former Phyllis Elwell exchanged wedding vows
  with Dr. Robert Pfeiffer Keidel on July 11, 1942, in a ceremony held
  in Kansas City, Missouri, and the couple shared nearly three
  decades of marriage until his passing in 1969; and
         WHEREAS, A respected resident of Kerrville and congregant of
  St. Peter's Episcopal Church since 1961, Mrs. Keidel worked for the
  Butt-Holdsworth Memorial Library and the City of Kerrville
  following the death of her husband; she was a charter member and the
  first elected president of the Republican Women of Kerr County and
  hosted the initial local Republican primary for her precinct in her
  living room; and
         WHEREAS, Held in the highest regard by all who knew her,
  Phyllis Keidel brought a generosity of spirit and an unfailing
  integrity to all her endeavors, and she built a life that was
  remarkably rich in family, friends, and accomplishments; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby pay tribute to the life of Phyllis Keidel and
  extend sincere sympathy to the members of her family: to her
  daughters, Phyllis Ann Burkett and Connie Mayes and her husband,
  Sam; to her sons, Robert Kurt Keidel and his wife, Darlene, and
  Richard Rhea Keidel; to her twin sister, Lois Vakos; to her brother,
  Richard Elwell and his wife, Susan; to her grandchildren, Diana
  Kimberly, Joseph Burkett IV, Brent Mayes, Amanda Mayes, Robert
  Keidel, CeCe Thompson, Gretchen Rogers, and Comfort Keidel; to her
  nine great-grandchildren; and to all who mourn the passing of this
  beloved woman; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for her family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Phyllis
  Keidel.
