R E S O L U T I O N
         WHEREAS, After 32 years of dedicated service to his fellow
  citizens, Culberson County Judge John Conoly is retiring from
  public office, concluding an impressive tenure marked by myriad
  civic improvements; and
         WHEREAS, Judge Conoly is the second-longest tenured county
  judge in Texas; a testament to his dedication and commitment to the
  men and women he has dutifully served for more than three decades,
  he remembers missing only one meeting of the commissioners court
  during his 32-year tenure as county judge; and
         WHEREAS, In addition to presiding over some 4,000 criminal
  and civil cases at the county court level, Judge Conoly offered
  leadership on initiatives to implement a 24-hour dispatch service,
  as well as a state-of-the-art communication system, in the
  sheriff's office; he also worked closely with county commissioners
  to make improvements to the county jail and create a countywide
  9-1-1 emergency service; and
         WHEREAS, With an eye toward the future, this dynamic
  consensus-builder oversaw the development and construction of
  numerous civic enterprises, including the Senior Citizen Nutrition
  Center, the Courthouse Annex, Veterans Memorial Park, a major
  renovation of the airport, a new and better-equipped fire station,
  and the West Texas Boys and Girls Club facility, to name just a few;
  and
         WHEREAS, In all his endeavors, Judge Conoly has relied on the
  love and support of his devoted wife, Martha, and his strong and
  enduring faith; and
         WHEREAS, Judge Conoly's tenure has seen a great deal of
  positive change for the people of Culberson County, and his legacy
  of success and achievement will ensure that he is not soon forgotten
  by his friends and fellow citizens; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby commend Judge John Conoly for his many years of
  service to the citizens of Culberson County and extend to him best
  wishes for joy and happiness in his well-deserved retirement; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Judge Conoly as an expression of high regard by the
  Texas House of Representatives.
