R E S O L U T I O N
|
|
WHEREAS, Paul Valenzuela provided exceptional service to the |
|
citizens of Pecos County for more than 16 years in his role as |
|
county commissioner for Precinct 4; and |
|
WHEREAS, Appointed to office in April 1990, he faced his |
|
first significant challenge later that year in the aftermath of a |
|
devastating tornado that struck the area; he and the other members |
|
of the commissioners court worked long hours to address the |
|
situation and set the county on the road to recovery; and |
|
WHEREAS, Commissioner Valenzuela demonstrated similar |
|
resolve in addressing the day-to-day needs of residents; in |
|
addition to overseeing key infrastructural projects such as roads, |
|
wells, and water lines, he worked to initiate crucial service |
|
improvements, including the installation of new sewer systems, the |
|
construction of new water lines, and the establishment of septic |
|
systems in several area communities; in addition, he was |
|
instrumental in establishing an ongoing program to assist young |
|
families, the elderly, the disabled, and the needy with housing |
|
rehabilitation; and |
|
WHEREAS, Taking a progressive stance in improving the |
|
county's economy, Commissioner Valenzuela and his colleagues |
|
worked closely with the Texas A&M Texas Cooperative Extension and |
|
the water districts in Pecos, Ward, and Crane Counties to establish |
|
the first saltwater shrimp farms in the region; another |
|
collaboration with TCE created a West Texas trade block to enhance |
|
commerce with Mexico, and the commissioners of Pecos County also |
|
worked with other Texas officials to revitalize the South Orient |
|
Railroad; Commissioner Valenzuela also supported a project to |
|
provide tax abatements to promote the establishment of wind-powered |
|
energy generation systems in Pecos County; and |
|
WHEREAS, A highly respected member of the community, |
|
Mr. Valenzuela has been involved in a variety of civic |
|
organizations and institutions, such as Cactus Health Services, |
|
Inc., Midland College, and the local Lions Club and chamber of |
|
commerce, both of which he has served as president; he has also been |
|
an active member of the West Texas County Judges and Commissioners |
|
Association, which gave him the opportunity to exchange ideas with |
|
other county leaders; and |
|
WHEREAS, With four children and five grandchildren of his |
|
own, Mr. Valenzuela well understands the need to create safe, |
|
healthy, and evermore prosperous communities to benefit the future |
|
of Pecos County; his committed work in behalf of his constituents |
|
fulfilled these goals and remains an outstanding example of |
|
effective county government; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 80th Texas |
|
Legislature hereby honor Paul Valenzuela for his exemplary service |
|
to the citizens of Pecos County and extend to him best wishes for |
|
continued success; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Mr. Valenzuela as an expression of high regard by the |
|
Texas House of Representatives. |
