R E S O L U T I O N
         WHEREAS, The city of Pharr won a 2006 All-America City Award,
  distinguishing itself as a notable U.S. community with a proven
  ability to address crucial civic issues; and
         WHEREAS, Sponsored by the National Civic League, the
  All-America City Award is given each year to only 10 U.S. cities and
  is one of the nation's longest-running and most prestigious forms
  of civic recognition; the award focuses national attention on Pharr
  and has the potential to create economic benefits by making the city
  a more attractive candidate for business investment and grant
  funds; and
         WHEREAS, In receiving the award, Pharr was recognized for
  three quality-of-life initiatives that have been undertaken by
  community leaders: the Pharr Community Outreach Project, which
  assists residents with health issues, English-language
  proficiency, and home repairs; Pharr Read and Do, a program that
  aims to increase children's interest in reading; and the Las Milpas
  Annexation Project, which is dedicated to bringing water, sewer,
  and drainage service to a community outside the Pharr city limits;
  and
         WHEREAS, By winning the All-America City Award, the city of
  Pharr has highlighted its progressive efforts to improve the lives
  of its citizens, and this significant honor will boost civic pride
  and bring increased attention to this forward-thinking Texas city;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate the city of Pharr on winning a 2006
  All-America City Award and commend the community leaders and city
  officials who participated in the competition for their dedicated
  efforts to realize this achievement; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the city as an expression of high regard by the Texas
  House of Representatives.
