R E S O L U T I O N
         WHEREAS, Our esteemed colleague, Harold V. Dutton, Jr., is
  celebrating his 62nd birthday on February 17, 2007, and this
  occasion provides a welcome opportunity to recognize his years of
  outstanding service to his constituents in House District 142 and
  to all Texans; and
         WHEREAS, A native of Houston's Fifth Ward, Representative
  Dutton graduated from Phillis Wheatley High School and earned a
  bachelor's degree in accounting at Texas Southern University, where
  he was later honored as a Distinguished Alumnus by the School of
  Business; he is also a graduate of the Thurgood Marshall School of
  Law and a member of the school's adjunct faculty; and
         WHEREAS, Representative Dutton's professional career has
  encompassed employment as the executive director of the Julia C.
  Hester House, management positions in corporate planning and
  economic analysis at Conoco Inc., and service as president of Four
  Star Broadcasting; a member of the Texas Bar Association, the
  Houston Bar Association, the Texas Trial Lawyers Association, and
  the American Association for Justice, he operates the law offices
  of Harold V. Dutton, Jr., and Associates in Houston, specializing
  in civil rights and employment discrimination; and
         WHEREAS, Now in his 12th term in the Texas Legislature,
  Representative Dutton serves as chair of the House Committee on
  Juvenile Justice and Family Issues, and is a member of the public
  education and the general investigating and ethics committees;
  moreover, he holds a seat on the steering committee of the House
  Research Organization and on the House Democratic Caucus, and was
  elected chair of the 25-member Harris County Delegation; and
         WHEREAS, This distinguished public servant's achievements in
  the legislature include successful sponsorship of the state's first
  statutory program to assist women-owned and minority-owned
  businesses, initiatives to enhance public education, and the
  creation of incentives to address the issues of insurance
  availability and affordability in traditionally underserved areas;
  moreover, he has sponsored legislation that has revamped the
  juvenile justice system, enabled ex-offenders to regain their right
  to vote after successful completion of their sentences, and
  established the state's annual sales tax holiday; and
         WHEREAS, Representative Dutton has been honored by numerous
  organizations, including the Houston Forward Times, the Hispanic
  Journal, the Houston Police Officers Association, the American
  Civil Liberties Union, the Texas Women's Political Caucus, the
  Harris County Deputy Sheriffs' Association, the Afro-American
  Sheriff's Deputy Association, and the United States Small Business
  Administration; a 32nd Degree Mason and a member of Kappa Alpha Phi
  Fraternity, he was named an Outstanding Young Man of America in
  recognition of his service to his community; and
         WHEREAS, Harold Dutton is a dedicated public servant whose
  commitment to the progress and prosperity of the Lone Star State is
  of immeasurable benefit to all its citizens; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate the Honorable Harold V. Dutton,
  Jr., on the occasion of his 62nd birthday and extend to him sincere
  best wishes for continued achievement; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Representative Dutton as an expression of high regard
  by the Texas House of Representatives.
