R E S O L U T I O N
|
|
WHEREAS, James P. Elbert of Lake Jackson is retiring from his |
|
position as the president of the board of directors of the Texas |
|
Windstorm Insurance Association on March 20, 2007, and this event |
|
provides an opportunity to reflect on his distinguished 36-year |
|
career in the insurance industry; and |
|
WHEREAS, Mr. Elbert graduated from Brazosport High School in |
|
Freeport in 1955; he received his bachelor's degree from |
|
Southwestern University in Georgetown in 1959 and his master of |
|
divinity degree from Southern Methodist University in Dallas in |
|
1962; and |
|
WHEREAS, In 1971, he joined the Elbert Insurance Agency, |
|
which was run by his family, becoming its vice president; he |
|
maintained that title after the Elbert Insurance Agency merged with |
|
another firm to become the Bennett-Burnett-Elbert Company in 1976; |
|
the agency became the Bennett-Elbert Company; in 1983, James Elbert |
|
relocated to Galveston and became vice president and general |
|
manager of the Jahn-Austin Insurance Agency; he served in that |
|
capacity until the mid-1990s, when he returned to Lake Jackson and |
|
reopened the Elbert Insurance Agency; in 1998, his agency purchased |
|
the Brazoria Insurance Agency, and the combined company is known as |
|
Insurco, Inc.; and |
|
WHEREAS, Throughout his career, James Elbert has held |
|
important positions in insurance industry organizations and |
|
regulatory agencies, including the Texas Association of Insurance |
|
Agents, the Texas Department of Insurance, the Brazosport |
|
Association of Insurance Agents, and the Galveston Insurance Board; |
|
since 1998, he has been a member of the board of directors for the |
|
Texas Windstorm Insurance Association, which focuses on providing |
|
Texas citizens with coverage for wind and hail damage, and he has |
|
provided assured guidance for this vital group during his tenure as |
|
president of the board; and |
|
WHEREAS, Mr. Elbert has made significant contributions to the |
|
community in other ways as well; he assumed high-profile positions |
|
with organizations such as the Boy Scouts of America, the Rotary |
|
Club of Galveston Island, the Brazosport Chamber of Commerce, the |
|
Galveston Chamber of Commerce, the City of Galveston Property |
|
Finance Authority, and the Galveston Housing Finance Corporation; |
|
his civic and professional accomplishments have been recognized |
|
with a number of honors; he was named Rotarian of the Year, Board |
|
Member of the Year, and a Paul Harris Fellow by the Rotary Club of |
|
Galveston Island, and he is included in Marquis Who's Who in the |
|
South and Southwest and Marquis Who's Who in America; and |
|
WHEREAS, A public and professional leader possessing great |
|
skill and dedication, James P. Elbert is deserving of recognition |
|
for his many years of exceptional service to the Texas insurance |
|
industry; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 80th Texas |
|
Legislature hereby honor James P. Elbert on his retirement as |
|
president of the Texas Windstorm Insurance Association board of |
|
directors and extend to him sincere best wishes for good fortune and |
|
happiness in all his future endeavors; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Mr. Elbert as an expression of high regard by the Texas |
|
House of Representatives. |
