R E S O L U T I O N
         WHEREAS, The residents of South Texas lost a respected leader
  with the passing of Richard A. Garcia of San Antonio on June 6,
  2006, at the age of 64; and
         WHEREAS, Born on September 22, 1941, in Brownsville, Mr.
  Garcia was an Eagle Scout and a Marine who served his country in the
  4th Reconnaissance Battalion; he graduated from St. Mary's
  University with a degree in microbiology and he also held three
  master's degrees; and
         WHEREAS, Mr. Garcia led an accomplished professional life of
  service to others; he worked at Southwest Research, the LSU Health
  Sciences Center School of Public Health in Carville, Louisiana,
  Bexar County Hospital District, and the San Antonio Children's
  Center before beginning a 28-year tenure with The University of
  Texas Health Science Center at San Antonio (UTHSCSA); and
         WHEREAS, While employed with UTHSCSA, Mr. Garcia achieved the
  rank of assistant vice president for the Center for South Texas
  Programs and earned the respect of countless individuals with his
  ability to unite his employees under the common goal of
  strengthening the South Texas community; he was a tireless advocate
  of professional health education, and excelled in acquiring
  federal, state, and private grants for his important work,
  including $15 million in funding to help establish certificate and
  degree programs in nursing, allied health sciences, and dental
  hygiene in a generally underserved region of the state; he was also
  instrumental in creating the medical programs of Internal Medicine
  Residency, continuing medical education for practicing physicians,
  and dental prosthodontics; and
         WHEREAS, In addition to his professional work, Mr. Garcia
  gave of his time and talents as a member of the Texas Medical
  Rangers; he was also a private pilot and was privileged to fly the
  B-25 Yellow Rose as a member of the Commemorative Air Force; and
         WHEREAS, Throughout his life, this devoted husband, father,
  grandfather, and friend set an example of leadership and service to
  which all may aspire; his humor, warmth, integrity, and guidance
  will be greatly missed by all who knew him, but he will always be
  remembered with great admiration and affection; now, therefore, be
  it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby pay tribute to the life of Richard A. Garcia and
  extend sincere sympathy to the members of his family: to his wife of
  42 years, Georgia Peckman Garcia; to his children, Audria Garcia
  and Steven A. Garcia and his wife, Rosalinda; to his grandchildren,
  Kaiyana J. Garcia and Nicodemius O. Garcia; and to his other
  relatives and many friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Richard A.
  Garcia.
