R E S O L U T I O N
         WHEREAS, The certain knowledge of a life well lived may serve
  to temper the profound sadness brought by the passing of Harry Lee
  Westmoreland, Jr., of Sugar Land on February 16, 2007; and
         WHEREAS, Mr. Westmoreland was born on October 29, 1941, in
  Houston; he graduated from St. Thomas High School and served his
  country as a member of the U.S. Air Force before earning his
  bachelor's and master's degrees from Sam Houston State University;
  and
         WHEREAS, He taught in the Houston Independent School District
  and worked for several years in the seismic drilling industry
  before establishing his own business, Lone Star Bit Company, in
  1984; and
         WHEREAS, While on a trip to Peru in 1988, he met a missionary
  who drilled wells for villages lacking a clean, safe water source;
  inspired and determined to ease the suffering of the underserved,
  Mr. Westmoreland joined with several others to found Living Water
  International, which, since its establishment in 1990, has
  completed nearly 4,000 projects in 21 countries; and
         WHEREAS, In bringing this dream to fruition, Mr. Westmoreland
  developed three generations of a new light-weight, portable drill
  rig that Living Water International has used to provide potable
  water to people around the world; and
         WHEREAS, Held in the highest regard by all who knew him, this
  caring gentleman lived his faith and brought enthusiasm and
  dedication to his many endeavors; in so doing, he built a life that
  was remarkably rich in family, friends, and accomplishments, and
  while he will be deeply missed, his good works will continue to
  resonate in the lives of countless individuals; now, therefore, be
  it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby pay tribute to the life of Harry Lee
  Westmoreland, Jr., and extend deepest sympathy to the members of
  his family: to his wife, Jo Ann; to his daughters, Sue Westmoreland
  and Alice Polacek and her husband, Yubo; to his son, D. L.
  Westmoreland; to his mother, Margie Westmoreland Parent and her
  husband, Frank Parent; to his granddaughters, Alissa, Alexis,
  Julia, and Ashlyn; and to his other relatives and friends; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Harry Lee
  Westmoreland, Jr.
