R E S O L U T I O N
         WHEREAS, The retirement of Joy Anderson from her position as
  chief of staff for the Texas Youth Commission in August 2006 brought
  to a close an exceptional career in public service that has spanned
  decades and has included work for such notable Texas leaders as John
  Connally, Lloyd Bentsen, and Ann Richards; and
         WHEREAS, Joy Anderson began her tenure with the TYC in 1999;
  in her pivotal position, she deftly handled such wide-ranging
  responsibilities as strategic planning, governmental affairs, and
  legislative, public, and media relations; as a member of the TYC's
  Executive Council, she participated in policy decisions that made a
  profound difference in the lives of countless Texas youth; and
         WHEREAS, Mrs. Anderson's success with the TYC capped off a
  career characterized by excellence in both the public and private
  sectors; a summa cum laude graduate of Hunter College in New York
  City, she had worked as a researcher for a public affairs television
  show and as manager of constituent issues for Senator Daniel
  Patrick Moynihan while in school; she returned to her native Texas
  following her graduation and assisted former Governor John Connally
  and former Lieutenant Governor Ben Barnes with their real estate
  business; and
         WHEREAS, In 1987, Mrs. Anderson accepted a position as a
  legislative liaison with then State Treasurer Ann Richards; after
  serving as the Texas scheduler for vice presidential candidate
  Senator Lloyd Bentsen, Mrs. Anderson returned to work as the deputy
  manager of the Richards gubernatorial campaign and became deputy
  chief of staff for Governor Richards on her election; and
         WHEREAS, In this role, Mrs. Anderson coordinated the
  governor's travel, facilitated town hall meetings across the state,
  and served as the liaison with the National Governors Association,
  recruiting key appointees and meeting with constituent groups and
  legislators; following the governor's return to private life, Mrs.
  Anderson continued her governmental service as the executive
  assistant to Texas Comptroller of Public Accounts John Sharp before
  joining the TYC; and
         WHEREAS, This esteemed Texan is a graduate of the Management
  Development Program at the Center for Creative Leadership and
  Leadership Texas, and she was a member of the board and program
  director for Executive Women in Texas Government; and
         WHEREAS, Joy Anderson has served the State of Texas with
  integrity and dedication, and she may take justifiable pride in her
  achievements, knowing she has positively affected the lives of her
  fellow citizens in myriad ways; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Joy Anderson on her retirement as
  chief of staff for the Texas Youth Commission and commend her for
  her many years of exceptional public service; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mrs. Anderson as an expression of high regard by the
  Texas House of Representatives.
