R E S O L U T I O N
         WHEREAS, Miss Texas Shilah Phillips was named first runner-up
  to Miss America on January 29, 2007; and
         WHEREAS, A 2000 graduate of the Denver School of the Arts, Ms.
  Phillips studied jazz music at Howard University before moving to
  Los Angeles to pursue a singing career; she subsequently moved to
  Texas to be near her mother and stepfather and competed in her first
  pageant for the title of Miss Frisco, which she won in 2005; less
  than a year later, she became the first African American to be
  crowned Miss Texas; and
         WHEREAS, In addition to winning first runner-up, she was a
  preliminary talent winner for her vocal performance of, "I Believe
  in You and Me"; and
         WHEREAS, Ms. Phillips is a jazz studies and voice student at
  the University of North Texas, and she maintains a busy speaking
  schedule, sharing her message, "Never Give Up" with people
  throughout the state; and
         WHEREAS, Shilah Phillips distinguished herself with dignity,
  grace, and charisma at the 2007 Miss America competition, and she is
  a source of great pride for citizens of the Lone Star State; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Shilah Phillips on being named
  first runner-up to Miss America and extend to her sincere best
  wishes for continued happiness and success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Phillips as an expression of high regard by the
  Texas House of Representatives.
