R E S O L U T I O N
         WHEREAS, Jack Swallow of Midland stepped down as president
  and CEO of the Permian Basin Area Foundation on January 31, 2007,
  concluding a highly successful 17-year tenure in that leadership
  role; and
         WHEREAS, Mr. Swallow was instrumental in establishing the
  foundation, which facilitates the creation of permanent charitable
  funds and provides grants to address changing community needs and
  enrich the quality of life in the Permian Basin; founded in 1989
  with initial funding of $400,000, the foundation today has assets
  totaling approximately $45 million with 198 permanent funds; and
         WHEREAS, A graduate of Texas Tech University, Mr. Swallow
  holds a bachelor's degree in administrative management and
  previously worked in the oil and gas exploration industry; he has
  served on numerous national, state, and local boards and in 2000 was
  named Outstanding Fundraising Professional by the Association of
  Fundraising Professionals; and
         WHEREAS, In his capacity as president and CEO, Mr. Swallow
  worked diligently to promote a philosophy of long-term philanthropy
  in the West Texas region, and he may look back with pride on his
  legacy of achievement; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby recognize Jack Swallow for his 17 years of
  service as president and CEO of the Permian Basin Area Foundation
  and extend to him best wishes for continued success and happiness;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Swallow as an expression of high regard by the
  Texas House of Representatives.
