R E S O L U T I O N
         WHEREAS, The conservation, wise use, and proper management of
  soil and water resources are vital to the well-being of Texas
  residents; and
         WHEREAS, Soil and water conservation districts have promoted
  locally led, voluntary conservation efforts for more than 60 years,
  providing a practical and democratic organization through which
  landowners may take the initiative to properly use and protect our
  precious resources; and
         WHEREAS, Today, there are 217 conservation districts in
  Texas, each governed by a board of landowners, and this grassroots
  network represents more than 1,000 agricultural producers
  committed to conservation in the Lone Star State; and
         WHEREAS, Districts work with state and federal officials to
  ensure support for conservation programs, offering a critical link
  between landowners and government agencies; moreover, districts
  join more than 100,000 producers in Texas annually to implement
  conservation practices and programs on private lands; and
         WHEREAS, By promoting the value of environmental
  conservation and the need for personal responsibility at the local
  level, the soil and water conservation districts have had a
  positive and lasting impact throughout our state; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby recognize March 8, 2007, as Soil and Water
  Conservation District Day and commend the men and women who
  dedicate themselves to safeguarding our natural resources.
