R E S O L U T I O N
         WHEREAS, Memories of a life filled with many joyful times and
  meaningful accomplishments may comfort the family and friends of
  the Honorable Richard Allen Waterfield of Canadian and Austin, who
  passed away on February 26, 2007; and
         WHEREAS, A native of the Lone Star State, Dick Waterfield was
  born on August 24, 1939, in Canadian, and he graduated from the
  local high school before attending Oklahoma State University, where
  he was a member of Beta Theta Pi Fraternity; and
         WHEREAS, Mr. Waterfield's love of the Texas plains led him to
  become owner and operator of Waterfield Ranch in Hemphill County;
  his other business ventures included Canadian Feed Yards, Inc.,
  Waterworks Productions, Waterfield and Associates, Inc., and
  Longfield Farm; he also had a passion for horse racing and owned a
  number of successful horses, including one Kentucky Derby
  contender; and
         WHEREAS, An active civic leader, he served on the board of
  directors of the First State Bank of Canadian, N.A., and shared his
  time with the Texas Cattle Feeders Association, which he served as
  president; and
         WHEREAS, In 1986, Mr. Waterfield was elected to the Texas
  House of Representatives; during his notable tenure representing
  the citizens of District 88, he served on the Agriculture and
  Livestock, Human Services, and Rules and Resolutions Committees,
  and his distinguished service earned him recognition as Outstanding
  Freshman Legislator; and
         WHEREAS, Mr. Waterfield also served his fellow residents as
  deputy secretary of agriculture and helped to establish the Texas
  Agricultural Finance Authority; and
         WHEREAS, One of his most rewarding roles later in life was
  that of a dedicated volunteer for Meals on Wheels and More; a member
  of the organization's board of directors since 2001 and secretary
  of the board since 2005, he delivered meals to more than 30
  homebound Central Texans each week, shopped for groceries, drove
  clients to medical appointments, and was a phone friend; he was also
  integral in the founding of Healthy Options Program for the
  Elderly, which teamed Meals on Wheels and More with the Capital Area
  Food Bank;  in recognition of his contributions, he was named 2006
  Volunteer of the Year; and
         WHEREAS, Dick Waterfield set an outstanding example of
  citizenship and service to others, and though his leadership and
  generosity will be greatly missed, he will always be remembered
  with sincere affection and admiration; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby pay tribute to the life of Richard Allen
  Waterfield and extend deepest sympathy to the members of his
  family: to his wife, Brenda; to his son, R. Bruce Waterfield and his
  partner, Robert D. Raab; to his daughter, R. Gwyn Waterfield; to his
  brother, Jim B. Waterfield and his wife, Sandy; to Gail Lavin
  Waterfield;  and to his other relatives and many friends; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Richard
  Allen Waterfield.
