R E S O L U T I O N
         WHEREAS, The Honorable Juan de Dios Salinas III took office
  as the county judge of Hidalgo County on January 1, 2007, and he
  brings to his new post a wealth of experience garnered over the
  course of a notable tenure in county government that has spanned 15
  years; and
         WHEREAS, From 1992 to 2005, J. D. Salinas served as the county
  clerk for Hidalgo County; in addition to his duties as the chief
  recordkeeper, he created a collections department that recovered
  more than $6 million in previously uncollected court costs and
  fines; he also launched a number of initiatives to improve public
  access to the county clerk's office, including the creation of
  satellite offices and a toll-free telephone line and the
  introduction of expanded hours; his dedication to his official
  duties was recognized in 2004, when he was chosen County Clerk of
  the Year by the County and District Clerks' Association of Texas;
  and
         WHEREAS, Highly respected by his peers, Mr. Salinas became a
  member of the board of directors for the County and District Clerks'
  Association of Texas in 2000, and he has served as the association's
  director for Region VIII and as a member of its regional legislative
  committee; moreover, in 2003, Mr. Salinas was selected as the
  statewide representative for the Texas Association of Counties
  Leadership Foundation, which promotes innovation and enhanced
  skills for county officials; and
         WHEREAS, Judge Salinas draws on a solid educational
  background, which includes an undergraduate degree from Texas A&M
  University and a master's degree in public administration from The
  University of Texas-Pan American; he also gained experience by
  working as an assistant in the county judge's office and by serving
  as a municipal judge for the City of La Joya and as regional
  representative for the Texas Comptroller of Public Accounts; and
         WHEREAS, An accomplished government official, J. D. Salinas
  has long worked to benefit his fellow Texans, and his dedication and
  good judgment will continue to be an invaluable asset for the
  citizens of Hidalgo County; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate J. D. Salinas on his election as
  the county judge of Hidalgo County and extend to him best wishes for
  continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Judge Salinas as an expression of high regard by the
  Texas House of Representatives.
