R E S O L U T I O N
         WHEREAS, Tornillo Elementary School, in El Paso County, has
  been ranked a Distinguished Performance School for the first time
  by the Texas Education Agency; and
         WHEREAS, The TEA confers this prestigious honor on the basis
  of outstanding student performance on standardized tests and on the
  number of at-risk students enrolled; and
         WHEREAS, Tornillo Elementary was one of only 129 schools
  statewide, and one of only two in Region 19, to receive this
  recognition for performance in the 2005-2006 academic year; the
  school's success is attributable to its hardworking, team-oriented
  staff and to its highly effective reading and English language
  development programs; and
         WHEREAS, In addition to its selection as a Distinguished
  Performance School, Tornillo Elementary was rated as an "exemplary"
  school by the TEA in 2006; and
         WHEREAS, Contributing to the school's stellar
  accomplishments are its principal, Severo Alcoset; the
  superintendent of the Tornillo Independent School District, Paul
  Vranish; the president of the school board, Joe Tittle; the board
  vice president, Carol Escarciga; the board secretary, Rachel Avila;
  and the board trustees, Ofelia Bosquez, Bertha Brew, Alonso
  Delgado, and Leticia Trejo; and
         WHEREAS, The students, faculty, and staff of Tornillo
  Elementary are a great source of pride to their community, and they
  are indeed deserving of commendation for this momentous achievement
  and for their commitment to educational excellence; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate all those associated with Tornillo
  Elementary on its designation as a Distinguished Performance School
  and extend to them sincere best wishes for continued success; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Tornillo Elementary School as an expression of high
  regard by the Texas House of Representatives.
