R E S O L U T I O N
         WHEREAS, The 2007 retirement of Officer Stephen Francis Allen
  of Victoria from the Texas Department of Public Safety draws to a
  close an exceptional tenure in law enforcement that has spanned
  more than three decades; and
         WHEREAS, Following his graduation from W. B. Ray High School
  in Corpus Christi, Steve Allen attended the United States Coast
  Guard Academy in New London, Connecticut, and he later earned the
  National Defense Service Medal; he went on to graduate second in his
  class at the DPS Training Academy and to pursue a career in the
  field of law enforcement like his father and brother; and
         WHEREAS, Over the course of his outstanding career, Officer
  Allen distinguished himself in such vital endeavors as highway
  patrol and narcotics enforcement, garnering numerous commendations
  for his dedication, professionalism, and commitment to excellence;
  his service included assignments in El Campo, New Braunfels,
  Beaumont, Laredo, and Victoria, and in each of these posts he earned
  the respect and admiration of his peers; and
         WHEREAS, A lifelong learner, he was one of the first DPS
  narcotics personnel to graduate from the Marine Law Enforcement
  Training Program at the Federal Law Enforcement Training Center,
  and he has shared his expertise with others as an instructor at the
  Liberty County Sheriff's Academy, the Covert Operations School, and
  the Criminal Law Enforcement Reporting and Information System;
  following his retirement, Officer Allen plans to continue serving
  the residents of Victoria as a criminal investigator with the
  Victoria County District Attorney's Office; and
         WHEREAS, In addition to his professional contributions,
  Officer Allen has given back to his community as a Sunday school
  teacher at Crestwood Baptist Church in Lumberton and Northside
  Baptist Church in Victoria; he has been a member of Lumberton Lodge
  No. 1430, Victoria Lodge No. 40, the Scottish Rite and York Rite
  Masons, and the El Mina Shrine Center of Galveston; he is currently
  active with the Victoria Friends of the Library and as
  president-elect of the Victoria Northside Rotary Club; and
         WHEREAS, Throughout all his endeavors, Officer Allen has
  enjoyed the love and support of his wife, Judie Anne Rew Allen, and
  their three children, Michael, Katy, and Sarah; and
         WHEREAS, Over the past 32 years, this fine man has
  exemplified the highest ideals of his profession, and he may indeed
  reflect with pride on a career devoted to protecting the lives of
  his fellow Texans; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Officer Stephen Francis Allen on
  his retirement from the Texas Department of Public Safety and
  extend to him best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Officer Allen as an expression of high regard by the
  Texas House of Representatives.
