R E S O L U T I O N
|
|
|
WHEREAS, Catherine Bailey has retired from her post as |
|
|
treasurer of Victoria County, drawing to a close an outstanding |
|
|
career in public service; and |
|
|
WHEREAS, Ms. Bailey joined the staff of Victoria County in |
|
|
1983 after serving as Nacogdoches County treasurer from 1975 to |
|
|
1982; she worked for a time as assistant chief deputy and chief |
|
|
deputy before being elected Victoria County treasurer in 1990; in |
|
|
her position, she has faithfully served county taxpayers with sound |
|
|
policies and fiscal responsibility, earning the respect of |
|
|
colleagues and citizens alike; and |
|
|
WHEREAS, A certified investment officer, Ms. Bailey may take |
|
|
special pride in her many professional achievements; she played an |
|
|
instrumental role in the implementation of a biweekly payroll and |
|
|
direct deposit, as well as policies allowing the acceptance of |
|
|
credit card payments for ad valorem taxes and increasing the |
|
|
treasurer's participation in the accounts payable process; and |
|
|
WHEREAS, Ms. Bailey has been active in a number of notable |
|
|
organizations, serving as president of the Golden Crescent Housing |
|
|
Finance Corporation, board member of the Victoria City-County |
|
|
Employees Federal Credit Union, and treasurer of the Victoria |
|
|
Democrats Club; she has been a valued member of the Victoria County |
|
|
Finance and Health Insurance Committee and the Victoria Sunrise |
|
|
Rotary Club, which named her the Rotarian of the Year in 1995; and |
|
|
WHEREAS, The County Treasurers' Association of Texas has also |
|
|
received her unflagging support; she has served the group as region |
|
|
director and education committee chair, further lending her time to |
|
|
the legislative and scholarship committees; in 2003, the |
|
|
organization presented her with the Outstanding County Treasurer |
|
|
Award; and |
|
|
WHEREAS, Cathy Bailey has set a commendable example of |
|
|
integrity and dedication to good government throughout her |
|
|
distinguished career, and it is a pleasure to honor her as she |
|
|
embarks on a new chapter in her life; now, therefore, be it |
|
|
RESOLVED, That the House of Representatives of the 80th Texas |
|
|
Legislature hereby congratulate Catherine Bailey on the occasion of |
|
|
her retirement as treasurer of Victoria County and extend to her |
|
|
deep gratitude for her exemplary public service; and, be it further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for Ms. Bailey as an expression of high regard by the Texas |
|
|
House of Representatives. |
