R E S O L U T I O N
         WHEREAS, Family, friends, and colleagues are mourning the
  loss of David H. Brune, who died on January 13, 2007, at the age of
  76; and
         WHEREAS, Born on April 23, 1930, to a navy family in Long
  Beach, California, Mr. Brune grew up in Hawaii and Washington; he
  graduated from Jesuit College Preparatory School in Dallas and
  served in the U.S. Navy; a member of the U.S. Naval Reserve for 30
  years, he was promoted to captain in 1975, served as inspector
  general of the Naval Reserve Readiness Command from 1975 until
  1980, and received a Navy Commendation Medal; and
         WHEREAS, Following his active service in the navy, Mr. Brune
  attended The University of Texas at Austin, where he earned his
  bachelor's degree in 1953; in 1958 he graduated from the UT School
  of Law; and
         WHEREAS, That same year he began his law career with the firm
  of Sawtelle, Hardy, Davis & Goode in San Antonio and soon became a
  partner; it was there that he first demonstrated his expertise in
  water issues, serving as general counsel to the San Antonio River
  Authority for six years and  drafting the Act in 1961 that
  reorganized SARA; from 1966 until 1968 he was SARA's general
  manager; and
         WHEREAS, In 1968 Mr. Brune became the first general manager
  of the Trinity River Authority; he left a decade later to join
  Dallas businessman Ben Carpenter in the creation of the Las Colinas
  development in Irving; Mr. Brune's expertise in water issues was
  essential to the success of that community, which possesses the
  state's largest independent water system; from 1989 until 2001, he
  served as the manager of Las Colinas for Cousins Properties; and
         WHEREAS, Mr. Brune contributed his expertise to the larger
  community of North Central Texas as well by serving as president and
  CEO of the Dallas County Utility and Reclamation District and by
  representing Irving on the board of the Upper Trinity Regional
  Water District; a member of the Knights of the Holy Sepulcher, he
  was active in the Catholic Church and was a longtime supporter of
  the University of Dallas; and
         WHEREAS, In his leisure time, Mr. Brune enjoyed working on
  his ranch in Crowell; for nearly 50 years, he was blessed with the
  love and support of his devoted wife, the late Eleanor Brune; and
         WHEREAS, David Brune played an integral role in the
  development of Las Colinas, and he leaves behind a legacy of
  achievement that will continue to benefit the lives of countless
  Texans for years to come; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby pay tribute to the life of David H. Brune and
  offer sincere condolences to his family: to his daughters, Claudia
  Sandbach and Elizabeth Hark; to his five grandchildren and
  great-grandchild; and to his other relatives and friends; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of David H.
  Brune.
