R E S O L U T I O N
         WHEREAS, Edward B. Finnegan of Boy Scouts of America Troop
  No. 489 in Austin has attained the rank of Eagle Scout, and this
  accomplishment truly merits special recognition; and
         WHEREAS, Receiving the Eagle Scout badge is a significant
  honor, bestowed on only a small fraction of those who enter the
  scouting movement; in the course of meeting the rank's demanding
  criteria, Mr. Finnegan earned 51 merit badges, far beyond the
  requisite 21, and successfully completed an Eagle Scout project of
  benefit to his community; and
         WHEREAS, Edward Finnegan has demonstrated outstanding
  dedication throughout his scouting career; although he has Down
  Syndrome, he has not allowed this or any other obstacle to hinder
  his goal of becoming an Eagle Scout; at the age of 33, he has
  fulfilled his longtime aspiration and earned the respect and
  admiration of his fellow scouts; and
         WHEREAS, An active member of the community, Mr. Finnegan
  belongs to Sacred Heart Parish, where he volunteers as an usher at
  church services; he also participates in the Good Friends Social
  Club and holds membership in the Knights of Columbus; moreover, he
  enjoys travel and has visited many of the state capitols in the
  United States, and he has worked at a vocational rehabilitation
  center for the past eight years; and
         WHEREAS, Eagle Scout Finnegan's dedication to excellence and
  his perseverance in the pursuit of his goals have proven him worthy
  to stand among scouting's elite, and he may indeed reflect with
  pride on a job well done; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Edward B. Finnegan for achieving
  the rank of Eagle Scout and extend to him sincere best wishes for
  continued success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Finnegan as an expression of high regard by the
  Texas House of Representatives.
