R E S O L U T I O N
         WHEREAS, Judge William C. Morrow of Midland retired as board
  member of the Commission on Jail Standards on January 31, 2007, the
  same day he retired as county judge of Midland County; and
         WHEREAS, Created in 1975 by the Texas Legislature, the
  Commission on Jail Standards establishes policies and procedures
  governing the construction, equipment, maintenance, and operation
  of jail facilities, as well as the custody, care, and treatment of
  inmates and the programs aimed toward them; and
         WHEREAS, A graduate of Baylor University, Judge Morrow was
  appointed to the commission by Governor Rick Perry on September 27,
  2002; during his tenure, he worked to promote safe and suitable
  Texas county jails through the enforcement of reasonable and humane
  minimum standards; and
         WHEREAS, Judge Morrow served the State of Texas with
  dedication and integrity, earning the lasting respect of all who
  were privileged to work with him, and it is indeed fitting to honor
  him as he embarks on this new chapter of his life; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby commend Judge William C. Morrow on the occasion
  of his retirement as board member of the Commission on Jail
  Standards and as Midland County judge and extend to him sincere best
  wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Judge Morrow as an expression of high regard by the
  Texas House of Representatives.
