R E S O L U T I O N
         WHEREAS, Texas Department of Transportation Area Engineer
  Thomas R. Mangrem of Alpine has completed one chapter of his life
  and begun another with his retirement on February 28, 2006; and
         WHEREAS, Born December 8, 1952, on the island of Guam, where
  his father was stationed during the Korean War, Tom Mangrem was
  raised in Waco, Laredo, and San Antonio; and
         WHEREAS, Mr. Mangrem learned his love of the outdoors and his
  appreciation of hard physical labor on his grandfather's farm; he
  worked from the age of 14 as a carpenter, then served his country in
  the U.S. Army for three years; and
         WHEREAS, After graduating with a degree in engineering from
  Texas A&M University in December 1978, he immediately accepted a
  position with TxDOT as an engineering assistant in Alpine; and
         WHEREAS, In 1984, Mr. Mangrem became the Area Engineer in the
  Alpine Maintenance Office, and he was responsible for 1,000
  centerline miles of road in the 12,314 square miles of Brewster,
  Jeff Davis, and Presidio Counties; for 22 years, he confronted the
  unique problems of road maintenance in one of the largest, most
  sparsely populated, and most remote regions of the Lone Star State;
  from personally clearing a roadway of dangerous rocks to
  supervising the clearing of mud and debris from low-water crossings
  with snowplows, he masterfully executed his complex and difficult
  duties with a deep knowledge of the district, affection for its
  residents, and calm good humor; and
         WHEREAS, Mr. Mangrem has also been a valued mentor to a
  generation of younger TxDOT engineers, teaching them the wide range
  of skills, both technical and personal, required by the job of area
  engineer; and
         WHEREAS, An outstanding public employee, Tom Mangrem has made
  a lasting contribution to this state, and he truly merits special
  recognition; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Thomas R. Mangrem on the occasion
  of his retirement from the Texas Department of Transportation and
  offer to him sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Mangrem as an expression of high regard by the
  Texas House of Representatives.
