R E S O L U T I O N
         WHEREAS, Ricardo A. Barrera has effectively served Texas as
  an activist and political consultant on local, state, and federal
  issues; and
         WHEREAS, Born and raised in Texas, Mr. Barrera lost his
  mother at the age of two when she became a victim of violent crime
  and he also lost his father at an early age and was adopted by
  relatives; he graduated magna cum laude from Texas A&M
  University-Kingsville with a degree in political science after
  serving as student body president of his university for two terms,
  as member of the Texas A&M University System Chancellor's Student
  Advisory Board for two terms, and as founder and advisor of the
  University Crime Stoppers Unit; and
         WHEREAS, During his tenure as student body president, this
  talented young Texas leader contributed greatly to higher
  education, and his efforts culminated in placement on the
  President's Higher Education Community Service Honor Roll and
  national distinction for Texas A&M University-Kingsville; and
         WHEREAS, Mr. Barrera successfully navigated his way to the
  Texas Tech School of Law, where he went on to become a prominent
  leader and competitor in nearly every one of his endeavors,
  including volunteering in the nonprofit sector and through
  church-based programs, championing human rights for children and
  the elderly, and participating with the Citizens Commission on
  Human Rights; and
         WHEREAS, On the federal level, Mr. Barrera served as a
  valuable consultant to Congressman Solomon P. Ortiz in combating
  area military base closures and with higher education issues and
  community needs; and
         WHEREAS, On the state level, Mr. Barrera assisted members of
  the Texas Legislature with environmental concerns, higher
  education issues, and human rights issues; and
         WHEREAS, Ricardo Barrera is an outstanding leader, and he
  merits special recognition for his contributions to his community
  and state; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby honor Ricardo A. Barrera for his service to the
  State of Texas and extend to him best wishes for the future; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Barrera as an expression of high regard by the
  Texas House of Representatives.
