R E S O L U T I O N
         WHEREAS, Estrella Escobar, assistant to the president of The
  University of Texas at El Paso, has been selected as a member of the
  Texas Lyceum; and
         WHEREAS, The Texas Lyceum is a nonprofit, nonpartisan
  organization that examines public policy issues affecting Texas and
  the United States; composing the group are 96 men and women who have
  demonstrated leadership in their field and their community,
  together with a deep commitment to the Lone Star State; in May 2007,
  the lyceum is convening in Washington, D.C., for a conference on
  trade and globalization; and
         WHEREAS, Before assuming her present post in 2001, Ms.
  Escobar honed her impressive skills in both the private and public
  sectors; she previously served as the production coordinator for an
  international import/export company, as project director for a
  government affairs consulting firm in Washington, D.C., as special
  projects director for the El Paso County District Attorney's
  Office, and as executive assistant to the mayor of El Paso; and
         WHEREAS, Ms. Escobar is an alumna of UTEP, where she earned
  both a bachelor's degree and a master's degree in political science,
  in 1993 and 2004; she has also attended leadership development
  programs sponsored by the Foundation for Women's Resources, the
  Mexican American Legal Defense and Educational Fund, and the
  Universidad Internacional Menendez Pelayo in Santander, Spain; and
         WHEREAS, This esteemed Texan formerly served on the board of
  directors of the El Paso Chapter of the American Heart Association
  and as a member of the City of El Paso Public Arts Commission; she
  currently chairs the City of El Paso Cultural Affairs Advisory
  Board, serves as president of the Embassy of Spain Hispanic Leaders
  Association, and serves as a member of the UTEP Centennial
  Commission and the Paso del Norte Group; and
         WHEREAS, For her accomplishments and contributions to her
  fellow citizens, Ms. Escobar has received the Mayor's
  Distinguished Award for Exceptional Service to the City of El Paso
  and also the City of El Paso's Conquistador Award, in addition to
  the Thomas Ira Cook Award for Excellence in Political Science from
  UTEP; and
         WHEREAS, Estrella Escobar's election to the Texas Lyceum is a
  well-deserved honor, and her inclusion in this diverse and
  thoughtful group is sure to enhance its deliberations as its
  members explore the issues facing Texas today and seek to equip
  themselves to help shape policies that will improve the lives of all
  Texans; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Estrella Escobar on her selection
  to the Texas Lyceum and extend to her sincere best wishes for
  continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Escobar as an expression of high regard by the
  Texas House of Representatives.
