R E S O L U T I O N
         WHEREAS, Dr. Jose Manuel de la Rosa has earned the Lucy G.
  Acosta Humanitarian Award, presented by LULAC Project Amistad; and
         WHEREAS, For nearly a decade Dr. de la Rosa served as regional
  dean of the Texas Tech University Health Sciences Center School of
  Medicine in El Paso, also directing the branch as lead academic
  officer and CEO; he previously worked in the department of
  pediatrics as an instructor, assistant professor, and associate
  professor; and
         WHEREAS, Dr. de la Rosa has further given of his time and
  expertise to benefit his community, helping to establish the
  Kellogg Community Partnership Clinics, four school-based health
  centers that provide services to colonia residents in El Paso's
  lower valley; appointed to serve on the Border Health Commission by
  President Bush, he has also advocated for his fellow West Texans
  through testimony before interim committees of the state
  legislature; and
         WHEREAS, A charter member of the National Hispanic Medical
  Association and the Hispanic-Serving Health Professions Schools,
  Dr. de la Rosa is also active with the Foundation for the Diocese of
  El Paso; and
         WHEREAS, Jose de la Rosa has set an example of leadership and
  service to which all may aspire, and his efforts in behalf of his
  community have made a positive difference in the lives of many; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Dr. Jose Manuel de la Rosa on his
  receipt of a Lucy G. Acosta Humanitarian Award and extend to him
  sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. de la Rosa as an expression of high regard by the
  Texas House of Representatives.
