R E S O L U T I O N
|
|
WHEREAS, Charles Everingham IV, of Diana, has been sworn in |
|
as the first U.S. Magistrate Judge to be assigned full-time to the |
|
Marshall Division of the Eastern District of Texas; and |
|
WHEREAS, Following the creation of the new judgeship in |
|
Marshall by the Judicial Conference of the United States in |
|
September 2006, Judge Everingham was nominated for that office by |
|
an eight-member merit selection panel; he was appointed to the post |
|
by the judges of the Eastern District and began his duties on April |
|
2, 2007; the Marshall Division embraces the counties of Camp, Cass, |
|
Harrison, Marion, Morris, and Upshur; and |
|
WHEREAS, This highly regarded jurist previously served as |
|
permanent law clerk to the Honorable T. John Ward, U.S. District |
|
Judge for the Eastern District of Texas; during his tenure in that |
|
post, a position he assumed in January 2000, he played an |
|
instrumental role in developing procedures for the efficient |
|
management of Judge Ward's docket; and |
|
WHEREAS, Judge Everingham began his career in 1993 as a law |
|
clerk to U.S. District Judge Howell Cobb, then also a member of the |
|
bench for the Eastern District; after a year, Judge Everingham |
|
joined the Longview firm of Brown McCarroll & Oaks Hartline as an |
|
associate attorney; he served as lead counsel in complex jury |
|
trials and as second chair counsel in numerous other cases, |
|
representing clients in both state and federal courts; and |
|
WHEREAS, An alumnus of Stephen F. Austin State University, |
|
where he earned a degree in political science, Judge Everingham |
|
subsequently compiled an outstanding academic record at Baylor Law |
|
School, where he graduated at the head of his class; while a |
|
student, he served as lead articles editor for the Baylor Law |
|
Review; and |
|
WHEREAS, Held in the highest esteem by all who have worked |
|
with him over the years, Judge Everingham is indeed deserving of the |
|
confidence that has been placed in him by the bench of the Eastern |
|
District, and with his appointment, the citizens of the Marshall |
|
Division have gained a public servant of the utmost integrity and |
|
ability; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 80th Texas |
|
Legislature hereby congratulate the Honorable Charles Everingham |
|
IV on his appointment as the first U.S. Magistrate Judge to serve |
|
the Marshall Division of the Eastern District of Texas on a |
|
full-time basis and extend to Judge Everingham sincere best wishes |
|
as he takes up the duties of his new office; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Judge Everingham as an expression of high regard by the |
|
Texas House of Representatives. |
