| WHEREAS, The citizens of Guadalupe County lost a beloved | ||
| neighbor and respected civic leader with the passing of Joe Bailey | ||
| Fleming on March 18, 2007, at the age of 94; and | ||
| WHEREAS, Born on October 1, 1912, Mr. Fleming was raised on | ||
| his family's farm and learned the value of hard work while growing | ||
| up during the Great Depression; and | ||
| WHEREAS, A graduate of Seguin High School and Texas Lutheran | ||
| University, he enlisted in the armed forces after the bombing of | ||
| Pearl Harbor; one of the first young men from his hometown to join | ||
| the U.S. Navy Seabees, Mr. Fleming served in the Pacific theater | ||
| for three years; in 1945, while on leave, he married Helen Elizabeth | ||
| Schroeder, with whom he would share the next 62 years; and | ||
| WHEREAS, Mr. Fleming worked as an installation supervisor | ||
| for Western Electric Company for 12 years before opening his own | ||
| business, Fleming Transfer and Storage Company; after retiring from | ||
| the private sector, he was appointed Guadalupe County Constable and | ||
| served the community in that capacity for five years; and | ||
| WHEREAS, Elected Guadalupe County Judge in 1978, Mr. Fleming | ||
| set a high standard of professionalism and integrity while in | ||
| office; though he resigned in 1981 and returned to tending his | ||
| cattle ranch, he continued to make a positive difference in his | ||
| community, inspiring others with his civic involvement and | ||
| leadership; a former director of the local chamber of commerce, he | ||
| was also an executive member of the Alamo Area Council of | ||
| Governments, a life member of the public library and the VFW, and a | ||
| 60-year member of the American Legion; and | ||
| WHEREAS, Held in high regard by all who were privileged to | ||
| know him, Joe Fleming built a life that was remarkably rich in | ||
| accomplishments and meaningful service to others and he will be | ||
| remembered with great admiration and affection; now, therefore, be | ||
| it | ||
| RESOLVED, That the House of Representatives of the 80th Texas | ||
| Legislature hereby pay tribute to the life of Joe Bailey Fleming and | ||
| extend sympathy to the members of his family: to his wife, Helen | ||
| Fleming; to his sisters-in-law, Bernice Fleming and Frances | ||
| Schroeder; to his nephews and nieces; and to all who mourn the | ||
| passing of this esteemed Texan; and, be it further | ||
| RESOLVED, That an official copy of this resolution be | ||
| prepared for his family and that when the Texas House of | ||
| Representatives adjourns this day, it do so in memory of Joe Bailey | ||
| Fleming. | ||
