R E S O L U T I O N
         WHEREAS, Sergeant Phillip Badillo of the Baytown Police
  Department has retired after a lengthy and outstanding career in
  public service; and
         WHEREAS, Born in Alabama, Phillip Badillo served his country
  in the United States Army before joining the Baytown Police
  Department in 1968; and
         WHEREAS, After less than two years with the BPD, Officer
  Badillo received his Basic Peace Officer's Certificate, and he went
  on to earn his instructor's certificate from the Commission on Law
  Enforcement Officer Standards and Education as well as
  certification from the National Academy of Police Driving
  Instructors; in addition, he holds an Advanced Peace Officer's
  Certification and a Master Peace Officer's Certification, the
  highest certification offered by the Commission on Law Enforcement
  Officer Standards and Education; and
         WHEREAS, Sergeant Badillo trained three out of four captains
  serving in the BPD today; after he became the Baytown Police
  training coordinator in 1992, he was instrumental in the
  refurbishment of the Baytown Police Range and in the building of the
  Robert P. Merchant Police Academy; in 1984 he was also one of the
  founders of the Baytown Police Honor Guard; and
         WHEREAS, Sergeant Badillo's many citations and awards
  include the Honorable Conduct Medal with Gold Star, indicating more
  than 35 years of honorable service with the department; he has also
  earned the Emergency Service Ribbon with Bronze Oak Leaf Cluster
  for extended service in two major disasters and the Armed Forces
  Service Ribbon; and
         WHEREAS, With 38 years on the job, Sergeant Badillo served
  with the BPD longer than any other officer and was also the
  longest-serving sergeant in the department; throughout his
  exemplary career, he greatly contributed to the safety of the
  citizens of Baytown and to the professionalism and high standards
  of the Baytown Police Department; in so doing, he earned the
  gratitude of the citizens of Baytown and the enduring respect of his
  fellow peace officers; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Sergeant Phillip Badillo on his
  retirement from the Baytown Police Department and extend sincere
  best wishes to him for continued happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Sergeant Badillo as an expression of high regard by the
  Texas House of Representatives.
