R E S O L U T I O N
         WHEREAS, Lynn Cardwell Vincent has diligently served the
  customers of First State Bank & Trust Company of Carthage for 50
  years, and this milestone offers a fitting opportunity to pay
  tribute to the career and achievements of this distinguished bank
  executive and civic leader; and
         WHEREAS, A graduate of Carthage High School, Mr. Vincent's
  employment at First State Bank & Trust dates to the summer of 1957,
  when he was 19 years old; he began by sweeping floors and performing
  odd jobs, and did so for no pay, but his conscientious work earned
  him the respect of bank owner B. F. Payne, who promoted Mr. Vincent
  to the job of teller at the end of the summer; this hard-working
  young man continued his duties at the bank while earning degrees
  from Panola Junior College and Stephen F. Austin State University;
  and
         WHEREAS, In the years that followed, Mr. Vincent learned the
  banking business from the ground up and rose through a series of
  positions to assume the highest levels of management; following two
  cashier assignments, he took on the responsibilities of vice
  president in 1969 and bank director in 1970; promoted to senior vice
  president in 1985, he became the president of First State Bank &
  Trust in 1990 and has continued to lead the institution ever since;
  in all of his positions, Lynn Vincent has demonstrated a genuine
  commitment to his customers and has met the challenges of his
  profession with a combination of hard work and insightful knowledge
  that resulted from his familiarity with the local community and its
  banking needs; and
         WHEREAS, Mr. Vincent has shown a similar devotion to the
  civic affairs of Carthage and the surrounding area; a prominent
  member of the county chamber of commerce for more than 40 years, he
  has also filled leadership positions with the Panola County
  Development Foundation, the Jaycees, the Panola County
  Ambassadors, the Texas Country Music Hall of Fame, and the Rotary
  Club, where he has twice served as president; a strong supporter of
  area schools, he has worked with the Carthage Education Foundation,
  serving as its director at large, and has donated his time and
  talents to groups such as the American Cancer Society, the
  Salvation Army, and the United Way; and
         WHEREAS, Lynn Vincent's contributions have been recognized
  with a number of honors; he has twice been given the School Bell
  Award and was named an Outstanding Rotarian and a Paul Harris Fellow
  by Rotary International; in 1980, this exceptional civic leader was
  named Panola County Citizen of the Year; in all of his activities,
  he has enjoyed the love and support of his wife, Carol Anderson
  Vincent, their three children, and two grandchildren; and
         WHEREAS, A resident who is immensely proud of the East Texas
  area he calls home, Mr. Vincent has dedicated himself to bettering
  his community through both his professional and personal endeavors,
  and his enduring presence in the area's business and civic affairs
  has greatly enhanced the prosperity and quality of life in Panola
  County; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby honor Lynn Cardwell Vincent for his 50 years of
  service at First State Bank & Trust Company of Carthage and commend
  him for his many contributions to the local area; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Vincent as an expression of high regard by the
  Texas House of Representatives.
