R E S O L U T I O N
         WHEREAS, The Reverend Quintus Samuel Goins of Elgin is being
  honored on April 21, 2007, in recognition and appreciation of his
  half a century of exceptional service as pastor of the Mt. Carmel
  Baptist Church; and
         WHEREAS, A veteran of the U.S. Navy and a graduate of
  Guadalupe Baptist Theological Seminary in San Antonio, Reverend
  Goins began his service as a pastor in 1953 at Good Hope Baptist
  Church in Bartlett; he came to Mt. Carmel Baptist Church on Easter
  Sunday in 1957, and since that time he has blessed his congregants
  with his inspirational teachings and outstanding guidance; and
         WHEREAS, Outside of his church, this man of faith has given
  generously of his considerable gifts as a minister to prisoners and
  to the residents of the Elgin Golden Years Retirement & Nursing
  Home; his leadership has benefited the Elgin community through his
  20 years as president of the Elgin Sub District and through his
  longtime involvement with the Elgin Ministerial Alliance; and
         WHEREAS, Through the years, Reverend Goins has enjoyed the
  love and support of his treasured family, including that of his
  wife, the late Milia Nell McShan Goins, his children, Lucy G.
  Stewart-Graham and her husband, Robert, and Joanna Goins-Kemp, and
  his three grandsons and four great-grandsons; and
         WHEREAS, Reverend Goins is an outstanding leader whose
  endeavors have positively touched the lives of generations of Elgin
  residents, and he is most deserving of special recognition; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate the Reverend Quintus Samuel Goins
  on his 50th pastoral anniversary at Mt. Carmel Baptist Church and
  extend to him sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Reverend Goins as an expression of high regard by the
  Texas House of Representatives.
