R E S O L U T I O N
         WHEREAS, Dr. Mary Elizabeth Dotson Beck has been named a
  winner of the 2007 Outstanding Texan Award in the category of
  education by the Texas Legislative Black Caucus; and
         WHEREAS, Outstanding Texans are honored for the positive
  impact they make in their communities, and the dedicated service
  that Dr. Beck has provided as an educator and civic leader has
  greatly enhanced the lives of many individuals in the Dallas area;
  and
         WHEREAS, A graduate of Wiley College, Dr. Beck earned a
  master of arts degree from Southern Methodist University and a
  master's degree in administration and supervision from Prairie View
  A&M University; she went on to gain certification in teaching the
  mentally challenged from Texas Woman's University and in elementary
  education from North Texas State University, as well as doctorates
  in ministry and leadership from Vision International University;
  and
         WHEREAS, Dr. Beck taught sixth-graders in the Dallas
  Independent School District for more than four decades before her
  retirement in 2002, and her outstanding work earned her a host of
  awards; named Umphrey Lee Elementary School's Teacher of the Year,
  VFW Citizenship Education Teacher of the Year, and Educator of the
  Year at Paul Quinn College, she has received the Yvonne Ewell First
  Achievement Award in Teaching, the Black Chamber of Commerce James
  A. Gates Excellence in Education Award, and the Juanita Craft
  Achievement Award in the Field of Education from the NAACP; and
         WHEREAS, She has shared her talents with a number of
  professional and civic groups; a life member of Zeta Phi Beta
  Sorority, Texas Classroom Association, Kiwanis Club of Downtown
  Dallas, Texas Congress of Parents and Teachers, and Oak Cliff
  Business and Professional Women, she is a charter life member of the
  National Alumni Associations of both Wiley College and Paul Quinn
  College and the Upsilon Nu Zeta Chapter of Zeta Phi Beta Sorority;
  and
         WHEREAS, Dr. Beck has also volunteered her time to benefit
  the March of Dimes, American Cancer Association, Veterans of
  Foreign Wars, American Heart Association, and United Way of Greater
  Dallas; her contributions have earned her recognition as one of the
  top 10 Outstanding Black Women in Dallas by The Dallas Post Tribune,
  as well as the Laurel Achievement Award from the American
  Association of University Women and the Dr. Barbara West Carpenter
  Volunteer Award; and
         WHEREAS, Mary Beck stands as an inspiring example of how one
  person can better a community through professional dedication and
  civic activism, and the Outstanding Texan commendation is a fitting
  recognition of her exemplary achievements; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Dr. Mary Elizabeth Dotson Beck on
  receiving a 2007 Outstanding Texan Award from the Texas Legislative
  Black Caucus and extend to her best wishes for further success; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Beck as an expression of high regard by the Texas
  House of Representatives.
