H.R. No. 1807
 
 
 
R E S O L U T I O N
         WHEREAS, The citizens of Houston lost a respected public
  servant with the passing of former police officer and city council
  staff person Michael T. Howard on March 30, 2007; and
         WHEREAS, A graduate of Madison High School in Houston,
  Mr. Howard was a veteran of the U.S. Air Force and had an enduring
  interest in military history and aviation; and
         WHEREAS, Michael Howard distinguished himself with 20 years
  of notable service to the Houston Police Department; during his
  tenure, he contributed to many different aspects of police
  operations, including the Central, Emergency Communications, and
  Juvenile Divisions, and he received 83 letters of commendation,
  three of them signed by former Mayor Bob Lanier; a strong leader and
  organizer, he co-founded the first anti-gang unit in the city and
  served as president of the Houston Police Patrolman's Union from
  1990 to 1993; and
         WHEREAS, After his retirement from the force, he became
  active in local politics and worked as chief of staff for city
  council members Toni Lawrence and Bert Keller; his excellent
  interpersonal skills, strong work ethic, and dedication to serving
  the public stood him well in these positions, and his upbeat
  personality and sense of humor helped brighten the workday of his
  colleagues in city government; and
         WHEREAS, Though Mr. Howard will be greatly missed by all who
  knew him, his active and purposeful life had a positive impact in
  the city of Houston that will continue to resonate in the lives of
  its citizens for years to come through the achievements he leaves
  behind; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby pay tribute to the life of Michael T. Howard and
  extend sincere sympathy to the members of his family: to his wife,
  Katherine "Kaki" Howard; to his children, Lauren and Patrick; to
  his mother, Peggy Howard; to his sister, Tammy Lynne Eckels; and to
  his other relatives and many friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Michael
  Howard.
