R E S O L U T I O N
         WHEREAS, Longtime Willis City Council member W. L. Bilnoski
  is retiring on May 15, 2007, after 38 years of dedicated service;
  and
         WHEREAS, "Blackie" Bilnoski joined the city council in April
  1969, and his long and impressive tenure on the city's governing
  body has earned him wide respect; and
         WHEREAS, Born in Conroe on April 11, 1931, this esteemed
  public servant enjoyed a notable 29-year career as a local
  businessman that included 10 years as an employee of Phillips
  Chemical Company; and
         WHEREAS, Mr. Bilnoski and his wife, Anita Ivey, are blessed
  with five children and seven grandchildren, and are members of St.
  Joseph's Catholic Church in New Waverly; and
         WHEREAS, Devoting oneself to public service is indeed an
  admirable endeavor, and Blackie Bilnoski has inspired countless
  family members, friends, and area residents with his exemplary
  tenure on the Willis City Council; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby recognize Blackie Bilnoski on his retirement
  from the Willis City Council and commend him for his many
  contributions to the city of Willis and its citizens; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Bilnoski as an expression of high regard by the
  Texas House of Representatives.
