R E S O L U T I O N
         WHEREAS, For more than 40 years, the U.S. Small Business
  Administration has recognized outstanding small business owners
  for their contributions to the nation's economy during National
  Small Business Week; and
         WHEREAS, The SBA Houston District Office, which serves 32
  counties and some 350,000 businesses, is honoring 10 outstanding
  individuals on May 11, 2007, at the Small Business Week Awards
  Luncheon; the event is being sponsored by the Houston chapter of
  SCORE, a nonprofit association dedicated to entrepreneur education
  and the formation, growth, and success of the nation's small
  businesses; and
         WHEREAS, John Hernandez has been named the 2007 Young
  Entrepreneur of the Year; in 2002, after leaving his position as an
  H.E.B. store manager, he established H-Wheel Tire with an inventory
  of about 50 used tires and a pre-owned tire changer and balancer;
  within a few months he had added new tires to his stock, followed in
  short order by chrome aftermarket wheels, aftermarket headlights
  and taillights, and other aftermarket products; his sales reached
  $156,000 in 2003 and $625,000 in 2006, and he now has four full-time
  employees; and
         WHEREAS, Having outgrown his modest building, Mr. Hernandez
  visited the University of Houston Small Business Development
  Center, which in 2005 helped him structure an SBA 7(a) loan in the
  amount of $300,000 to construct a larger facility; his new retail
  storefront has enabled him to add products, display them to better
  advantage, and provide greater customer satisfaction; and
         WHEREAS, Nominated for this award by the University of
  Houston Small Business Development Center, Mr. Hernandez is
  building a reputation for his commitment to providing excellent
  service for his customers, and he is currently attending North
  Harris Montgomery Community College to further hone his business
  and management skills; and
         WHEREAS, Small businesses are the lifeblood of cities and
  towns across the country, and National Small Business Week provides
  a welcome opportunity to honor those men and women who contribute to
  the economic vitality of their communities through their
  professional endeavors; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate John Hernandez on his selection as
  the 2007 Young Entrepreneur of the Year by the Houston District
  Office of the U.S. Small Business Administration and extend to him
  best wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Hernandez as an expression of high regard by the
  Texas House of Representatives.
