R E S O L U T I O N
         WHEREAS, The State of Texas has benefited greatly from
  Michael G. Rutherford's service as a member and as vice chair of the
  Texas Racing Commission; and
         WHEREAS, A graduate of The University of Texas at Austin, Mr.
  Rutherford is the president of Rutherford Oil Corporation, an
  independent oil and gas producing company founded in 1927; he is
  also the owner of ranches in Hays and Frio Counties; and
         WHEREAS, Mr. Rutherford has long been a notable figure in the
  world of horse breeding and racing; he has raced thoroughbred
  stakes winners in New York, California, Kentucky, Arkansas,
  Louisiana, Florida, Maryland, and Texas, including the North
  American International High Weight filly, Lakeway, in 1994; and
         WHEREAS, In 1986 he sold the highest priced thoroughbred
  yearling filly in the United States, and in 2000 he sold the highest
  priced thoroughbred yearling colt at the Keeneland Select Yearling
  Sale; and
         WHEREAS, His service to the horse racing and breeding
  community includes his 15-year tenure as director of the American
  Quarter Horse Association; he has also been a judge for 14 years for
  the AQHA, director of the Breeders' Cup, and director of the Texas
  Thoroughbred Breeders Association; and
         WHEREAS, The Texas Racing Commission oversees the racing
  industry in Texas in order to ensure safe racing facilities, fair
  and honest races, and a consistent revenue stream to the state; Mr.
  Rutherford's tenure on the commission represents a generous gift of
  time, energy, and expertise to the State of Texas and truly merits
  special recognition; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby commend Michael G. Rutherford for his years of
  service to the Texas Racing Commission and extend to him best wishes
  for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Rutherford as an expression of high regard by the
  Texas House of Representatives.
