R E S O L U T I O N
         WHEREAS, Dora G. Alcala has a long history of meritorious
  service to the Del Rio community and to the State of Texas; and
         WHEREAS, The first female mayor of Del Rio, Mrs. Alcala has
  served as chair of the Middle Rio Grande Development Council, the
  Texas Border Infrastructure Coalition, and the Del Rio
  International Bridge Board and Utilities Commission; she has also
  served on the board of the TX 21 and Ports to Plain Coalition; and
         WHEREAS, In 2004, Governor Rick Perry appointed Mrs. Alcala
  to the Texas State University System Board of Regents; she also
  serves our state as a member of the Texas Military Preparedness
  Commission and the Regional Review Committee; her time and talents
  have benefited the Laughlin Air Force Base community, which she
  serves as a member of the distinguished Defense Advisory Committee
  for Women in the Services, and the Del Rio community, which she
  serves as a board member of United Way and as the legislative chair
  for the Del Rio Hispanic Chamber of Commerce; a former chair of the
  Del Rio Council for the Arts, she currently chairs the ABRAZO event
  for the International Good Neighbor Council; and
         WHEREAS, Mrs. Alcala retired in 1994 from a 37-year career
  with the Department of Defense, specializing in human resources
  management as well as financial management; during a notable tenure
  with the U.S. Air Force as a presidential appointee, she oversaw
  Equal Employment Opportunity programs worldwide; and
         WHEREAS, Her substantial contributions have earned Mrs.
  Alcala the Distinguished Public Service Award from the governor of
  New Mexico, the California Hispanic Woman of the Year Award from
  the Mexican American Opportunity Foundation, the Woman of the Year
  Award from the National Council of Hispanic Women, and the Yellow
  Rose of Texas Award from former Texas Governor George W. Bush;
  additionally, she has been featured on the cover of Hispanic Times
  magazine; and
         WHEREAS, A proud mother, committed advocate, and notable
  community leader, Dora Alcala has worked to improve the quality of
  life for her fellow citizens, and her efforts have produced results
  of lasting benefit to countless Texans; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby commend Dora G. Alcala for her dedicated service
  to the Del Rio community and to the State of Texas and extend to her
  sincere best wishes for continued success and happiness; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Mrs. Alcala as an expression of high regard by the
  Texas House of Representatives.
