R E S O L U T I O N
         WHEREAS, Dr. Phil Hatlen is retiring from his position as
  superintendent of the Texas School for the Blind and Visually
  Impaired in 2007, after 17 years of outstanding service; and
         WHEREAS, A respected leader in his field, Dr. Hatlen has
  worked with the blind and visually impaired for more than half a
  century; his experience and ingenuity helped him to develop a
  National Agenda, infusing vital social and daily living skills into
  curriculum so that students may function ably in school and in life;
  and
         WHEREAS, This innovative model has since been adopted by
  facilities across the country and played an integral role in
  establishing TSBVI as one of the finest institutions of its kind in
  the nation; and
         WHEREAS, Believing that all blind children have the
  capability for inclusion into society and that all visually
  impaired individuals must have the opportunity to be equal and the
  right to be different, Dr. Hatlen has dedicated his professional
  life to ensuring that blind and visually impaired persons are
  equipped with the knowledge and skills to succeed, and his work has
  been a positive force in countless lives; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Dr. Phil Hatlen on the occasion of
  his retirement from the Texas School for the Blind and Visually
  Impaired and extend to him sincere best wishes for the future; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Hatlen as an expression of high regard by the Texas
  House of Representatives.
