R E S O L U T I O N
|
|
|
WHEREAS, A dedicated public servant who has helped safeguard |
|
|
the health of Central Texas residents for nearly four decades, |
|
|
Roderick W. Holcombe retired as director of the Milam County Health |
|
|
Unit on August 31, 2006; and |
|
|
WHEREAS, Mr. Holcombe is a graduate of Sam Houston State |
|
|
University who began working at the health unit in October 1967; at |
|
|
that time, the staff consisted of just two registered nurses and a |
|
|
secretary; today, the department includes 12 people, and Milam |
|
|
County residents have access to far-reaching health care programs |
|
|
as a result of Mr. Holcombe's astute leadership; and |
|
|
WHEREAS, Providing essential services such as detecting |
|
|
rabies, treating communicable diseases, and monitoring public |
|
|
health preparedness, the health unit also carries out many |
|
|
additional tasks, including delivering 5,000 vaccinations to |
|
|
children each year, administering a health care program for |
|
|
economically disadvantaged residents, and overseeing the county's |
|
|
permits and regulations regarding rural sewage systems; and |
|
|
WHEREAS, Mr. Holcombe has led the department in its |
|
|
transition into a largely self-supporting entity that is financed |
|
|
by grants and fees rather than tax dollars; his abilities have been |
|
|
recognized by his peers, who have named him to the board of the |
|
|
Texas Association of Local Health Officials and to the advisory |
|
|
board of the Texas Schools of Public Health; and |
|
|
WHEREAS, In his 39 years on the job, Mr. Holcombe has |
|
|
skillfully overseen the health unit and adapted the agency to meet |
|
|
changing needs, and his adept stewardship has enhanced the safety |
|
|
and well-being of countless Milam County residents; now, therefore, |
|
|
be it |
|
|
RESOLVED, That the House of Representatives of the 80th Texas |
|
|
Legislature hereby commend Roderick W. Holcombe for his exemplary |
|
|
performance as director of the Milam County Health Unit and extend |
|
|
to him best wishes for a satisfying retirement; and, be it further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for Mr. Holcombe as an expression of high regard by the |
|
|
Texas House of Representatives. |
