R E S O L U T I O N
         WHEREAS, A dedicated public servant who has helped safeguard
  the health of Central Texas residents for nearly four decades,
  Roderick W. Holcombe retired as director of the Milam County Health
  Unit on August 31, 2006; and
         WHEREAS, Mr. Holcombe is a graduate of Sam Houston State
  University who began working at the health unit in October 1967; at
  that time, the staff consisted of just two registered nurses and a
  secretary; today, the department includes 12 people, and Milam
  County residents have access to far-reaching health care programs
  as a result of Mr. Holcombe's astute leadership; and
         WHEREAS, Providing essential services such as detecting
  rabies, treating communicable diseases, and monitoring public
  health preparedness, the health unit also carries out many
  additional tasks, including delivering 5,000 vaccinations to
  children each year, administering a health care program for
  economically disadvantaged residents, and overseeing the county's
  permits and regulations regarding rural sewage systems; and
         WHEREAS, Mr. Holcombe has led the department in its
  transition into a largely self-supporting entity that is financed
  by grants and fees rather than tax dollars; his abilities have been
  recognized by his peers, who have named him to the board of the
  Texas Association of Local Health Officials and to the advisory
  board of the Texas Schools of Public Health; and
         WHEREAS, In his 39 years on the job, Mr. Holcombe has
  skillfully overseen the health unit and adapted the agency to meet
  changing needs, and his adept stewardship has enhanced the safety
  and well-being of countless Milam County residents; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby commend Roderick W. Holcombe for his exemplary
  performance as director of the Milam County Health Unit and extend
  to him best wishes for a satisfying retirement; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Holcombe as an expression of high regard by the
  Texas House of Representatives.
